Yes, that's probably the case, as he seems to have thrown away his bow, as well. Come to think of it, he'd probably have thrown away his quiver then as well, so it's probably a) a bedroll after all, or b) his quiver, which he uses to carry loot in.

It also looks like he pitched the sleeves on his shirt too. I guess when you are a master thief you can do stuff like that.

*Point of Minor Irritation* (tot): I absolutely hated the fact that T3's creators didn't give Garrett a regular cloak; they just stuck this hood on his head, which I thought looked rather silly. I miss that cloak.

Come on we all know Garrett is a fashion victim, he wears a "flowing evening gown" in all the intros and quite a few of the T1 & T2 cutscenes.

That thing on his back looks like a well wrapped pork tenderloin, probably from the market he just looted.
I think garrett just uses a "bat utility belt" for all of his gear.

A cloak is for travelling, protecting you from the weather. Just use the Scouting Orb and look at yourself to see that he's not stupid enough to wear such a combersome thing during a mission.
He also kills a guard during the intro, yet if you choose expert there is no way you're allowed to do this. The intro is obviously a "music video" with things that just look cool.
