No. One of the reasons fans of the series don't regard it as a "true" C&C.
Interestingly enough, the expansion pack, Zero Hour, did introduce FMV's though they were really cheap, just three actors, one for each side, playing news anchors.

I may not have played any of the Command and Conquer games before, but any screencaps I've seen from Red Alert 2 showed all sorts of cleavage and tight leather outfits.
