X, I know for a fact that whenever I have instructed Jaime to follow me, I have gotten a canister to upgrade the augs I already have, not one to install a new aug. So while you can get aug upgrades before that point, when you get one from Jaime it is still useful regardless of what you already have installed, as opposed to if he gave you a canister to install something, in which case it would only be useful if you hadn't already found that one before. Having played Deus Ex through many times and having always gotten an upgrade canister from Jaime, I can only assume that what Jaime gives you depends on whether or not you have empty slots remaining for augs. Probably Jaime gives you whatever installation canister you're missing if you don't have all your slots filled, and the aug upgrade if you do have them all filled.

It would be useful is you specified between "Aug Upgrade" and just a normal "Aug Canister". When you break out of MJ12, you talk to Jaime and he says he has an Aug Canister for you that contains Regeneration/...I forget what the corresponding aug is...it's been a while (EMP Sheild?). Then, he asks what he should do, follow you or stay along in NY for a while. If you ask him to follow you, he will bring you an Aug UPGRADE. It will increase the level of one of your already-installed augs. Otherwise, if you chose the latter, he'll bring you Gunther's good ol' killphrase, Laputan Machine.

I also agree that taking the upgrade is better than the killphrase. There are 18 upgrade canisters available in the game without taking advantage of any bugs or cheats, though without the one from Jaime there are only 17 available.
I found 16 on my first time through, only missing the one from Jaime and the one in the flooded tunnel in Hong Kong.

The choice of whether you tell Jaime to stay as a spy or follow you boils down to whether you want an aug upgrade or Gunther's killphrase.
