For FMs and DarkLoader you have to go through a different set of steps. I am unqualified to tell you what those are, but everything needs to be where DromEd expects to find all the textures, meshes, sounds, etc.

1. Install the mission through Dark/Garrettloader, to ensure all files are in the right place.
2. Open Dromed.
3. Click File>Open and grab missXX.mis where XX is the mission number (usually 17 onwards)
4. If you are prompted to find a gamesys file, you've probably installed the mission wrong or are trying to open it from a Dromed in the wrong directory. Dromed should be installed into the Thief 2 directory. If you get a TGA error, just click ignore and the mission will load anyway.
If that doesn't work, dunno! You getting any errors?

of course, if you just want to look around, you can do that in dromED's 3D view..
Or make a copy of the map and just delete all the AIs...

The console commands are limited unless you play through DromEd. You can't go into God-Mode or mess with the AI settings. You can't increase health, weapons.
You can turn off all the shadows (light_bright), or toggle the fog (fog_on, if you can even see it on your system).
I can't find the list of all the commands that work in-game that don't require DromEd.

In the Dromed console enter dump_cmds commands.txt and Dromed will write all possible commands to that text file in your root Thief directory. However, the majority only work in Dromed and not through Thief2.exe.
