Karras has set himself up as the "Prophet" of the Mechanists. He is saying that everything the religious texts had said before were to be ignored and that he is now the only one who "has it correct" IE. I KARRAS AM THE LAST WORD FROM GOD.
So Karras is now proclaiming himself to be the judge, jury and executioner.
The word of Karras (every decision he makes) is the law.
He judges the guilty the godly and the godless and his decisions on the matters of religion and everything else is the only guide for the Mechanists to follow.
'Tis the Judgement of Karras, and it is deadly,
yet fear it not, thou followers of Karras, good
Mechanists all. I Karras am judge and jury, but don't worry. If you are good mechanists (as I view it) you are safe.
For the Judgement of Karras will
eliminate they who do not believe, they who would
stop us, they who are the enemies of progress and
enlightenment. I will punish (eliminate) all unbelievers and any who would oppose the mechanists and our plans to bring the faith to the world.
So, my friends, go you now and place
the Eyes of Karras, and the Judgement of Karras.
Go and be my eyes and see who the ungodly are. Spread my "gospel" and convert all you can to the Mechanist faith. It goes without saying that he is also asking them to punish the ungodly.
Place them well, that thou shalt be protected forever.
Let us look forward to the blessed day, when all fear
shall cease.' And when it has been done as I wish and everyone is a believer it will be "heaven" on earth. "Place them well" means don't overlook anyplace or anybody. For if you do not, then there may be a rebel or two who might cause our cause (the Mechanist faith) harm in the future.
And there was great rejoicing, and they
placed mine Eyes and my Judgements all about.
And the acolytes and others that heard him preach and believed, and went out to the world to covert the masses, they were full of joy and did as he asked. They became his Eyes to see the sinners and exercised the punishments that Karras wanted brought upon the non-believers or those who would not convert.
Yeah, it's wordy, but a two sentence explanation would not be clear.
Karras' intent was to convert everyone to the Mechanist faith and to kill or otherwise punish those who held to the old beliefs and/or refused to accept him as the new "Christ" on earth.

To "place judgement" here means to judge people, i.e. determine who is righteous according to Karras' teachings, decide upon a sentence for those who fail to meet their standards, and to execute it - all at once.
By "execute it" I mean the sentence, not (necessarily) the person. Even the Mechanists wouldn't punish every little misdemeanor by death. I think... :erm:

The word "Execute" has many meanings. The one meant here is to "Put into action" or to "Do" (execute a plan or such) some thing.
When you click on a button on your computer it "Executes" the command that button is linked to.

It's one criminal (I can't remember if they're pagans or pirates) boasting to his friend about how he's making money by acting as a police informant, delivering others into the hands of Watch Officer Morgan for cash. A simple English version might look like this:
"Weythran -
I've found a way to remove some of my competition - Watch Officer Morgan. He's far too lazy to do any actual detective work, so if I were to give him a name or two, I'll be rewarded. If I make some money from it and despatch a few enemies, why not?

It looks to me like Weythran hasn't had any replies from Blackrat, and he's worried that Blackrat's been caught, or is unable or unwilling to communicate with Weythran. If he doesn't hear from him soon, he's going to flee the city because he's concerned that he'll be next (be that due to Blackrat informing on him, which would explain his not wanting to talk to him, or otherwise)
A plainer translation would probably be:
Blackrat
This is the third message I've sent this week and still no answer! Are you ignoring me, or are you in trouble? Get in touch, or I'm fleeing the city, as once one rat is caught, his cousin may be next

I think what Weythran meant to imply by "for once the rat be trapped, his cousin be not far outside the cage" is that if someone has realised that Blackrat is a snitch, then they'll likely come after Weythran himself next. By "Be you ignoring me, or be caught in your own trap?" he means Blackrat is caught in his own trap rather than that Weythran himself is.
