I presume you mean Norman Schulz, the Taxidermist/Hunter? Is it his lockbox key you are missing? If so, go back into his house up to the second floor and find a sitting room with the furniture covered up. There is a coffee table in front of the sofa and the key is sitting on it. If that's not the key you need, be more specific and I'll tell you where to look.
To get into the secret room at the Dockmaster's house, on the top floor, look on the ledge over top of the elevator for a switch. The door opens up there under the eaves of the house. The map is down in this part. :)

Arrrgh! How do I get into Sam Smythe's house? I can't seem to find a key. I also can't get in using a rope arrow, because the window on the third floor is too small (jump...bounce...splat).
Help?

use a rope arrow and enter the window of the bldg opposite his, you'll find a way from searching there unless I'm mistaken

You should be able to rope arrow up into a window, but not that one. There is one that is in the dark, partway up the building,(towards the drunk guard at the top of the street) that you can get into to very easily. :)
