I can't remember which lockbox keys are where, but I do know that the innkeeper (a woman) has key #8. There was a frobbing problem with hers, though. I couldn't grab the key unless I knocked her out, which I didn't really want to do since she was a bystander. I think the key to #5 is with the cop named Karten (sp?). He's walking the streets. The others are in various buildings around town.
Re the Sword of Balance: there's definite information on how to make that in Elven's notes. You can some info in the Keeper Library and also in the notes you have to retrieve (along with Elven himself). This is assuming you're playing on Expert.

There's a scroll in the vault that tells you who has the lockbox keys. Its on the wall next to the lift.
you need the scroll and the key in karven's lockbox to understand the sword. karven's key is number 4.

Ah ok I read thingys notes (duh didnt think of that when i dropped em on the table)
so i know the bank was built over a trickster temple. But the only place i could see with anything resembling altars were the 4 torch basin things up on the battlements. Any putting the rock thingys there didnt work...

There is a temple beneath the hammer area. You can reach it through a secret entrance in the building across from the front door of the taxidermist. Can't remember what that building is called. It has several floors and guards. It's just to the left of the lighted balcony area that is part of the Keeper area (masquerading as an accountant's office).

Yeah the keymasters house, funnily enough that was the only building i hadn't been through about 4 times with a fine toothed comb. Had only been in there once ehehe

Im a little baffled here, ive found all 8 lockbox keys, both PINs, the keymaster key, and about 6 other various keys--but when i go to the vault, and enter the PINs and turn the "key", nothing happens.
Ive tried using the same PIN on both sides, then alternated between them. i have everything i need to open the vault, but it wont open..what am i doing wrong? -There isnt much left for me to do, ive combed the city 5 times.

Use one PIN number on the left and the other on the right. Then use the key to unlock the door. I was able to do it the first time. I don't think it matters which one goes on the left and which goes on the right, but reverse them if that doesn't work.

Well, just to be sure, let me go step by step.Here is what im doing-- Enter vault, press 7428 on left hand keypad. Then enter 9416 on right hand side (tried both numbers on both sides). Then use "keymasters" key on the vault door. All i hear is a click--is there a handle to pull? or an extra button to push? Maybe a quest i havent completed thats required for it to open?

I can't remember if there's a vault key, but that may be the case. I seem to remember quite a few keys for that mission. Sorry I'm not more help but it's been a while now since I played it. You might try e-mailing the author of the FM to get a definitive answer on your key situation.

Which level of difficulty are you playing because there's six pin number combinations, two to each level of difficulty, if you enter the pin numbers from normal on hard then the doors will not open.
Also are you playing the patched version of thief 2 or the unpatched version, the level was built with the patched version of thief 2.
When the beta testers were testing it there was an obscure error thrown up by thief 2, where as certain things would not frob or work, restarting the computer and reloading a save usually fixed it.
