Don't know which exact lockbox key you're missing, but the sign in the bank vault tells the names of all the key owners. In the bakery, the key should be in one of the rooms down the hall to the right; the baker also has a lockbox key on him which might be the one you're missing. And I think the box in the barracks is opened with the Captain's key (the man guarding the entrance to the bank).
Hope this helps.

the 7th key is in the baker shop.
the key to the door in the baker shop is in the moneybox in the end of the bakers table that he makes the bread on.
The footlocker in the barracks which is probably in a bedroom with a single bed, the key to it is on the belt of the Hammer standing outside the front entrance to the bank.
Sorry it wasn't butchers it was bakers shop.

A few questions! Where is the keymaster? We have searched everywhere. Knocked everyone out in the game, but can't find the keymaster's key. Also can't find Elvan's notes except those in the library which you can read but not pick up. And where is the room above the arches? We have been there but don't know how to get back to it. We are working on the hard level. Thanks in advance!!!

I'm glad you said what difficulty you are playing on, because the Keymaster's key is in a different place on each one.
On Hard, you need to go into the taxidermist's (Hunter's) house. There is a door that leads down to the sewers and at the bottom there is a room with some spiders. In a small side room, you should find the Keymaster's body and the key is either on him or under him. I forget which.
You'll find Elven's notes eventually. They are in one of the bank lockboxes.
There are two ways to get to the Keepers rooms above the arches. You can go to the front door of the bank, walk past it and over in the corner there is a doorway with a sign. I think it's something about an accountant. Go in there, up to the next door and through there is the Keepers area. You can also rope arrow up and jump into the arches. If you go out the Keymasters front door, the arches are above you to your left.
Have fun! :)

Help!

I have the keymaster's key, but it doesn't open Smithe's house. I can't rope into his dang tiny windows, and no other key lets me in.

Also, Eluen's shop is completely inaccesible to me.

CORRECTION/EDIT: I got in to Smithe's. But I'm still missing the other pin number -- where's the alleged safe that holds it?
I just want ot make sure I've got this straight. You've gotten into Smythe's safe up inside the chimney and you have one pin #. Is that correct? If so, then you need to go the Schulz's house. He's the Hunter (also called the taxidermist in this one). You should have found the key to his house at Smythe's as well, but you may have been in there already. It's the one with all the stuffed animals on display and it's very close to the Keymaster's house. There's a safe on the wall upstairs.
Oki, I opened the safe in
Smithe's house, the mining guy, and got to two keys from it. There was also a button for a secret, which I thought was an opening up and to my left as I faced the safe.
So I hightailed it over to
the Big Game Hunter's house to get into his safe. None of the keys I have worked. I went back to check the note on the night table in an other house which explained the keys and PIN numbers. It looks like I did the right thing. Why isn't the hunter's safe opening?
Thanks for any help.

There are 2 safes in Smythe's house, the obvious one and a hidden one. The hidden one contains the safe key for the Hunter's house and one of the pin numbers. In Smythe's house, go downstairs, into the fireplace and look up! :)

Grr! Thanks! I hate when I do that. And I was so proud of myself
for walking around sight unseen on the beams in Smithe's living room :)
