I went through the police station, got the objective and a secret there, and raised a gate. I have no idea if that means anything.
I once played a game of Dungeons & Dragons (I'm talking about 1973 or 1974, original version) where the dungeonmaster thought it was really clever to hide the entrance to the dungeon. We started playing. About five hours of tramping around later, we still
hadn't even found the entrance.At that point, the game lost much of its appeal...! (Needless to say, we never played with that dungeonmaster again.)
I'm kind of feeling similarly right about now: I can't find anything interesting. I have about 2000 loot, but that's it. Oh, and I got a couple of trivial objectives that appeared, nothing of the Big Three (four counting the original).
Can someone point me in a direction that will actually work?

In Irongauge's mansion, go to his library and his study. Read everything you can. That should allow you to open the door.

The idea behind finding Jemola is that you follow a series of clues that will lead you to her. Garrett starts with a map and a note, and the note suggests where he starts. If you go there, you will get a clue leading you to another place, find a clue there, and that will take you on. The time to visit Littlewort is when Garrett has read something that suggests visiting Littlewort will help him find Jemola. If Garrett has not read that something, he cannot visit Littlewort (why would he want to?).
