I sent Mark an email - maybe he'll get in touch with the TTLG folk to create an archive through TTLG - or vice versa (hint, hint).

uh?
imo the thief universe is just the City, a few places right near it (eg Cragscleft), Sunnyport and the-egyptian-place-where-Zaya-came-from ? + the Maw of course, which cannot be on a normal map because its in some other realm or something?
but all the other regions, are they just random names and places? because imo almost none of the fan missions have a detailed far-away-from-city description?

It's extrapolated from a few sources - first off, the globe shown in one of the original Thief cutscenes, second the place names used sporadically through the game on shipping manifests and in books.
It's a fairly extreme extrapolation, however.

I'm seeing the world rather like a moloch-like city, too, but there are a few hints on other locations. Even inside the games we sometimes leave the city but Garrett usually does not have to travel very long. At least Markham's caves or the pagan woods could be some distance to travel.
Not sure about the place Zaya comes from (ever mentioned in the original games?) though I'd grant it a semi-officialness. However, we do know certainly about the mysterious 'east' where the arabian-like mages come from and about a place called 'overseas' (or something similar, the German name is all I have right now). In Shipping... and Receiving they are sending items to a governor or so living there. [above mentioned manifests]
Plus in Deadly Shadow the land mark thingie said that in the docks was the place where the first settlers set food on. There must be somewhere all the citizens originally come from, and it probably isn't the east - but possibly overseas (or whatever).
