Using found PIN numbers

Why can't I use any account and PIN numbers that I find in the game? I have found a couple datacubes with bank numbers, but when I try to use them at an ATM it says there is a login error. Is this a bug?

As a rule, PINs only work in the level you found them in. Even so, not all PINs work on all ATMs.
