Sure.
To become a vampire, you must first meet one. Vampires inhabit several tombs and such, but they also have what amounts to a Head Quarters. There are three Vampire Clans.
The Aundae Clan gives you a 20 point boost to Short Blade, Destruction, Mysticism, and Willpower. Their HQ is called Ashmelech. To locate it, head to middle of the northern coast of the mainland. There is a medium sized island directly north of you - not the one Dagon Fel is on and not the one Ald Redaynia is on. It is a small nondescript island of small to medium size.
Clan Berne gives a 20-point increase to their agility, hand-to-hand, sneak, and unarmored scores. Galom Daeus is their HQ, a dwemer ruin southwest of Uvirith's Grave.
Clan Quarra raises your blunt weapons skill, hand-to-hand, heavy armor, and strength by 20 points. Their HQ is Druscashti, another Dwemer Ruin. It's Northwest of Maar Gan.
Note that there are also a lot more generic bonuses to becoming a vampire, not just those 20 points.
To become a werewolf, you need Bloodmoon. Then just follow the mainquest! Everything unfolds from there.

Its usually not a good idea to go around killing all the vampire in there because that is will be your clan house, of course it doesn't really matter unless you kill the clan master in the very end of the dungeon but they're still your friends. Here is a list of other locations and information, skip down to the part about vampire in Vvardenfell.

Since you've done the main quest you'll need to get a weakness to common disease on self spell. Either cast it or enchant something with it, it is easiest to kill the vampire then activate the corpse over and over again till you catch it.

Oh, did I forget to mention that? Right. Don't kill the guild master! Just kill the vampires and look through their corpses and such. I think I contracted it just by standing around and letting the vampires attack me as they pleased.
Really, it's easier to go into the tombs inhabited by vampires, but I don't know any vampire lairs off the top of my head. I will say they're more common in the North of Vvardenfell.
