It's just one of those added depth little things you discover on your own, like relighting torches with flares. There's no need to mention it anywhere, it's just something to make you go "Ooo, cool, I never knew that!"

Food gives you nothing in Thief Gold, including Deer Leg. (I played last night, and ate a bunch of stuff, and nothing helped).

Not quite right. Hit points are integer values, you can't have 4.75 health.
Food items don't restore a quarter of a health point, but instead have a one-in-four chance of restoring a single health point. On average, that's roughly the same thing in the end.

I've never noticed any chance to it so it seemed like simple addition, not to mention the "one-quarter-point" is what I've always heard others say. :D
