In T2, sound file KAR0610S.WAV, Karras says:
"Now, behold my wax cylinder machine. I've used it to capture the Sheriff's very words even as they moved through the air today. "
He introduces the machine as if it is a new item that is previously unknown to his staff. One could infer from the word "my" that he also claimed to have invented it.

Maybe Karras invented the device that can
record a sound and then play it. And Victrola in Cradle cannot record a sound, it just can play a predefined melody. Like this one, maybe:
