Harvey Smith persuaded Warren to delay the release of Deus Ex by six months so they could add in another two endings and flesh out Anna and Gunter's relationship more, so he's not a total boob.
I think one of the major problems was that Harvey worked best as Warren's "editor" (for lack of a better term); directing a major project himself is something that he just isn't as good at doing as he is at other tasks. IIRC, Warren has admitted publicly that some of Harvey's decisions had him very worried during development of Invisible War, but he kept quiet about them unfortunately.

It's not just Invisible War, it was also Deadly Shadows. Both horribly shallow reimaginations of the original games. You don't get that sort of shit luck twice without trying really hard. Interview with him about the IW in which he is all like "DURRR THERE WAS BOTH SWIMMING SKILL AND AQUALUNG SO IT WAS JUST REDUNDANT" confirmed that he is no longer fit to make videogames.
As for Ken "The Fuckhead" Levine... all he did was the story for SS2. Then he made Bioshock. That guy doesn't even have a good past like Spector, he's just a straight up failure.

I felt like the shortcomings of IW and DS were mostly because of the constraints of the engine they both used, not so much the design choices they went with. Wouldn't blame Harvey for that.

Exactly this. The engine coupled with the limitations of the original Xbox put some shit restrictions on the games - the small levels for example. It hurt Thief quite a lot with all the loading etc. No way a shalllow reimagining of the original though, I think it's story is on par with the first two or even above at points. That alone warrants it's place in the Thief canon.
