Yup, still is, though it's mostly been doodling and goofing around for the last few weeks. I've been jumping between drawing and learning to sculpt in 3DCoat.
The good news is I've finally found a local drawing class, which I plan on signing up for here very, very soon. When I do, I'm gonna start spamming the hell out of this thread again.

That looks like a character render, likely a digital sculpt. Sketching only comes as part of the planning phase, and isn't 100% necessary to achieve the finished product (though it does help, because it gives you a plan to work with, something to build towards).
Models like this usually start out in a 3D package, like 3DSMax, Maya, Modo, or Blender, where you build up the basic shape of everything. You're not too worried about the fine, high frequency details, because that'll be done in sculpting programs like Zbrush, 3DCoat, or Mudbox. Some people forego the first step entirely, avoiding the traditional polygon modellers altogether, and do everything beginning to end inside the sculpters.

I wouldn't call it Art (lips are really hard to do), but it's neat looking. Right now, I'm jumping between multiple attempts at making a skull and a fish.
All you've gotta do is read about it and make that first step. No, you won't be too good at it starting out, but if you keep at it, you will eventually be.
...well, as long as you don't do what I do, which is spend a couple months working at it furiously, put it down for 6 months, then pick it up and work furiously at it again. I've improved by vast amounts since I've started, but because of the way I tend to do things, it's all a snails pace.
