I should add that I have this problem anywhere I try to put water, not just in this one instance, so I suspect this is some kind of newb issue I'm having and not anything especially tricky.

Flow Group 1 was under the Water Flow Group but not under the Water Blue Flow Group. I dragged it there, checked that it did inherit the properties from Water Blue Flow Group... deleted the brush, recreated it, everything, no change.
I tested a few more things...
I opened up a mission where I know the water's flow sound can be heard from above the water level - "Ambush" from T2 at the market square. I looked at the flow brush properties and the flow group properties and they look exactly like what I have in my mission. There's no splash sound on exiting water there as I thought (maybe what I'm thinking of is in T1... I will research) but you can definitely hear the water flowing when standing at the water's edge in "Ambush".
I checked that sound is propagating from the water to the room above in my mission by dropping a flashbomb into it. Yes, I can hear the splash when it hits the water and the flashbomb sound as well. Just no flowing water sound. Tricky!

Ok - I got it. The sound that I was expecting is generated by an ambientSound object with AmbientHacked Schema Name = waterslow, and not by the water brushes. Whew!
