Although Communism allows greater production than Despotism, the system restricts personal freedoms, limiting commerce. One positive aspect of Communism is it's effect upon corruption and waste: all cities suffer the same, limited effects.

To be more precise, it's not just what they call corruption, it's who "they" are making the calls. If everything has to be official, then only official opinion matters, like it's the word of God or something. The suits in democratic republics may still call corruption kosher too, but nobody has to give a shit what they think. We have our own opinions & can make them known. If there's a problem, it's that not enough people take advantage of how critical they're allowed to be against the gov't and how much they can push back.
