There's absolutely no reason why you can't set up particle systems on bodies of water to spawn ripples where it's raining. Nobody would ever notice if they don't correspond 1:1 to the raindrops hitting the ground.

For the splash it will be good an animate texture (it possible)
For the ripple i don't know if it's possible, but in waiting to know that i have found an animated ripple texture (loop/30 frames) which i add in textures with material render_pass

I would, but I'm rather picky about details which is why it takes me forever to release my missions.

It might be better to have new animated water with the ripples built-in rather than having zillions of separate particle effects. The real problem I think is with getting the slight upwards splashing on the solid surfaces.
