You can do daylight missions, though they would be awfully difficult for the player.

you can make it partially daylight. eg. thief1 mission: Break From Cragscleft Prison. First sector is in daylight, then you enter to dark mines. So you can make it in this way. Besides there is a suitable skybox for this kind of mission too, if it still exits in tdm 1.0. I worked on it for a while, but it was just a concept.
However, if you want to make whole mission in daylight, then it'll be hardest fm I guess.

There is still hiding behind physical obstacles, but since TDM AI have superior vision, it would be hard indeed.

Speaking only from my Dromed/Dark experience, I'm not sure that has to be true if the mission is well designed. For instance, if the only light source is sunlight (streetlights would be off in daytime, etc) and it is given a suitable angle such that there is full shadow along one side of every building (the east side, for example, if it's afternoon), I don't see why it couldn't work. It would be challenging no doubt, especially given as you said that the TDM AI have superior senses. But I wouldn't expect physical obstacles to be the only cover.

You could do an interesting mission set in a building of some kind, where it's bright daylight outside, and some of the gameplay involves shutting the light out, or keeping shutters closed to ensure darkness in certain rooms. But the guards might go around opening the shutters/doors again.

You could also do a daylight mission where you only have to hide from certain people, maybe someone you're following, like in one of the T2X missions.

This discussion reminded me of the Samurai Jack episode "Samurai Versus Ninja", and I thought someone might be able to do something with the reverse stealth concept from it. Jack fights a ninja by dressing all in white and hiding in the bright areas of a building. In TDM, it could be really bright and bloomy in the areas the player hides in, and he is easily spotted in darker places. Maybe some kind of desert setting or something would lend itself to this. Anyway, just a random idea. I don't even know if it could even be done with TDM.

I love your design idea, although I would rather an extremely thick tree (maybe one that you can pass trough) with thicker branches to support the small houses on.
