It's not Japanese, so I can't read it.
I don't recognize the big character on the left. But maybe an old form of "achievement" since it looks like the radical kanohoko, which doesn't come by itself in Japanese (AFAIK) but used for the word achievement in Japanese.
But the top row of characters looks like (what would be in Japanese):
[district] [cloud] [person] [thing (or matter, affair, something, etc)]
And the second row is like:
[this here] [person] [respect] [???]
... Really no idea. Might be an award of recognition?

I think this is in Cantonese. I tried asking the people at the Asian Market, but they could not understand English. It seems to me that they barely know English and how to count money. I have also tried looking at a Cantonese alphabet, but no luck.

The established Chinese community in America is pretty much Cantonese, so it's a good bet. Of course, you could take it to a Chinese-American forum and they could probably answer you.

And no, they won't know. Mostly because all otakus and anime fans are terribly ignorant, but also because, you know, chinese is not japanese.
