is my current setup.
I found I don't use the MiniCrossbow enough to have it on call all the time, so I replaced it with the GEP. Not that I need the GEP much, but when you do need it, you'd sure as hell better have access to it quickly...
Never had much use for the knife or the baton. Deus Ex really is DX for me: I'll search a body or three, "You found a Combat Knife" "You found a Baton" "You found Cigarettes" etc, and it's f1, select, Alt+D, Alt+X
Alt+D Alt+X, Alt+D Alt+X, Alt+D Alt+X...
Heheh...
I get into a rhythm sometimes.

1: Stealth pistol

4: Melee weapon of the moment. First a baton, then the Dragon's Tooth.
5: LAMs.
6: This is the slot for the boring weapons that won't get used much. Shotguns or the assault rifle.
7: Sniper rifle if I'm carrying one this game, otherwise see 6.
8: Lockpicks
9: Multitools

Crowbar - opens crates, doors, skulls
Prod - clean, quiet, non-lethal takedown
Gun-Of-The-Moment - if needed: ASR(20mmHE), LAW, usually SOSG
Sniper - quiet, long range, effective takedown. If the first shot doesn't do it, I'm far enough for a second, or third.
Crossbow (Tranq) - If I'm feeling generous, and decide to let them live ;)
Grenade-Of-The-Moment - as the situation cals for, usually Gas
Binocs - so I can see what I'm getting into
LockPicks
Tools
Keys
I don't usually 'carry' a weapon at the ready. If I need a weapon that quick, I've done something wrong!

i always kept one space open (at least one), so as to be able to drop unnecessary items i get from outkocked foes immediately.if i search a body and fet ANOTHER knife and ANOTHER pistol, it's good to have them in the toolbelt. just press the coresponding number, drop item - off it goes.

Uh. It was long since I played, but here goes:
1. Lethal melee weapon. (crowbar or sword)
2. Prod. (Non-lethal melee)
3. Pistol
4. Crossbow
5. Machine gun. (either of them)

The order is relatively unimportant to me, because you can switch around so quickly (with intellimouse).
Basically, I keep the 'rush' items on hand for combat, and will change to a slower setting (multitools, lockpicks, environmental suits) for non-combat situations. So it changes constantly. Depending on available ammunition I may drop a weapon in favor of another. Right now, something like:
1) pistol (daddy don't like no surprises)
2) LAM; (or other grenade. Otherwise a low key item like knife or pepper spray).
3) knife (or prod when 2 is pepper spray)
4) stealth pistol (bit pointless; use only when out of darts)
5) mini crossbow (for darts; avoid masochists tranquilizer darts, that tell them where you are with time left to seriously damage you)
6) sawed-off shot gun (yeah baby; for greasy combat)
7) rocket launcher (bye, bye botsy; or a flame thrower, that sadist's delight).
8) sniper rifle (gotta love them sweet pops from the rooftops)
9) assault rifle (exciting shit; fun to use, even after balancing)
10)nano key (hands up! err.. )
Behind the scenes I have a very large collection of power cells. Augmentations must work. And flares must never be picked up.
Dragon's tooth takes too much space. But I'm building up muscle power (plus bullet absorption, and jump augmentations. Still got to find the third one) for a special ninja tour, so may use it this time around (along with throwing knives, and knife).
And of course all combat (unless enemy without bullets) is done from squat. I play on realistic, and this way the bullets just fly by. Never receive a -deadly- head shot. Only surface damage.
