think from what I'm reading, it is more that unlocked things and completion data cannot be erased; it sounds like you can restart the game or whatever but not from absolutely scratch.

That's like from the era when games were run off floppy disks since computers didn't have hard drives to locally story games, and Wasteland was an early example of a game that didn't just save your character but the whole world and your progress in it, so you had to either keep going or start from scratch. But you can do that without the USB, like with Minecraft or Dwarf Fortress.
All the USB adds is the hardcore element... it's encrypted, can't hack or restart, there's only that finite number of them; those finite worlds are all you get. It'd probably make waves just on the sheer uncompromising part of it, and owning one is like having a hand-numbered painting... It's a work of art or debasement that stands on its own for all time. I don't know, the more I think about that part of it, it has a certain charm.

See also: my cousin's Championship Manager game that I overwrote with my mess-around session without realising that the floppies saved the entire league state. Oops.
