Latest word is that Deus Ex 3 (and therefore, likely Thief 4 after it) will use a modified version of the newest Tomb Raider engine.
Assuming they can add the needed systems functionality without problems, that's a good thing - Tomb Raider: Legend looked great, and it made very nice use of light and shadow.
Side note: I'm in game development, and frankly, all this talk about engines kinda makes me laugh. Any engine can do any kind of game, if it's given enough development time. Thief 3 did have some fundamental problems, but that's not necessarily due to the engine; tons of very successful, well-playing games have shipped with Unreal tech.
Saying "we need a new version of the Dark Engine" is kind of silly. Dark is horrifically outdated at this point in nearly every respect. The best you could do is write a new engine, but craft the same systems in - and then it's not really the Dark Engine any more anyway. :)
Game engines don't make games suck. That's like saying "the frying pan you used to cook these eggs makes them suck". Yeah, there are extreme edge cases where that may be true, but they're the gross exceptions. 98% of a game's quality comes from two things: what you DO with a given engine, and how good the people adding new functionality are.

About the Dark Engine being dated, it is, to some degree. However, with some tweaking, it could be made to live up (partially, at the very least) to modern expectations. You seem to have missed the number of fixes and improvements created for it, not to mention Tos and Vort's soon-to-be-public-beta multiplayer extension. Then again, we also have projects around like the Dark Mod and openDarkEngine which are aiming to faithfully recreate the classic feel of the engine, but made to live up to more modern expectations.
As you said, any engine can be made to do most anything. Sure, it'd take some work, and quite a bit of time; but it can be done. Unfortunately, we lack one of the most important things that could make such projects much easier; the source. While this has retarded our, and those under similar situations as us (like the NoX modding crew), progress, it hasn't stopped us, and we as a community have made some rather impressive steps forward in extending and altering the fundamental functionality of the Dark Engine.
It's only a matter of time, my friend, only a matter of time. As it stands, we have one of the best tools for this type of experimentation; we have a custom level designing tool, and though it doesn't let us down into the bare guts of the game, we can get pretty far into it. Given time, any community, with enough dedication and effort, can do anything with a given game.

Not really. Real life, the march of time, and technological evolution are causing the niche demographic to seem smaller and dimmer in contrast, but the fire is only hotter and more focused. :D

As for a new character feature, I thought the best would be a the ability to ride a horse.
As for a game feature, seamless level transitions akin to Half-Life 1 would be nice.
Anyone who is making Thief 4 would be a fool to do so without all the skills from Thief 1 and Thief 2--including swimming, and rope ladders.

Unless they're planning to show us more of thief world beyond the city (which i don't think would be a good idea anyway because the City is good enough and i feel they'd probably make the rest of the planet standard fantasy fare) then i don't see the point of horse riding.

Garrett is surrounded in a narrow corridor by hordes of guards. Only one glass window behind him.
"Well, I must be getting lousy but I still know how to make an exit!"
He makes a sharp whistle and cries "Trickster!"
Suddenly Garrett turns around and jump trought the window.
A black horse runs nearby, turns a corner, jumps and catches him in the middle of his fall.
"Shoot him with the arrows!"
"Sorry boss, I can´t see a black mare in the middle of the night. It´s a stealthy horse!"
