It sounds like he means creating a mission that's simply inspired by another author's mission. Paying homage in that respect. That's fine, naturally, since you aren't using someone else's work.

Suppose you like Eternauta's KingsBridge, and how he designed his space to be a puzzle in itself, and how he minimized backtracking. But you use that concept to build your hammerite cathedral. Or you liked Dale_'s Coaxing the spirit, but you thought the puzzles could be better, so you start building your own haunted house level, but then you decide that early 20th-century shoe factory would be more awesome setting. Creative and intellectual processing/mixing of ideas or concepts behind things, rather than copypasting. Inspiration.
