Is that because its first incarnation was tracking the development of Thief?
Or comes from something even earlier than that?

Oh yes, we were around quite some time before Thief was released. I remember vividly several exciting months when the Thief devs began to use our forums and started answering questions about the games, which I always enthusiastically ran and posted in the news section as soon as I saw it.

TTLG itself is a little older than that Thief site... but just by a few days.
Aside:
I was "the spy" then. I am not sure exactly when I started using Digital Nightfall, but I had at least four or so pseudonyms bouncing around before I settled on this one (I used Lord Reaper on occasion on the old System Shock 1 site, and even the proto-digi Digital Nightmare). Ahh, memories.
Of course, if you go back even farther you have Saam's SS1 fansite, sort of archived here: (
http://www.ttlg.com/ss1/triop/newsarchive/other.htm) ... as you can see from the first archived news post, he claims that it's been 9 months since an update, so we can assume that the site is quite a bit older than that date. I am not even sure how old it is. :)
