Tempted by their prices and deals, but what are they about? Are they reselling steam games or something?
RPS refuses to acknowledge their existence. I forget if there was a clear statement, but it made them seem unethical if not specifically shady.
I'm not particularly fussed about that, as long as the games aren't going to get locked out after the fact and what not. Just wondering what the story is. And are they any good too?

They're fine as a digital store. Nothing terribly shady; they operate pretty much like, say, GamersGate, but they've got a sort of digital 'trade-in' economy for their games where you can 'return' a game for a few bucks once you're done with it. I have no idea how that system works or how reliable they can make it, because all I use them for is Steam keys for games with pretty nice discounts. Their keys are legit as far as I know, and you can't trade in any Steam game licenses once bought, so those're safe.

Used them for a number of games, all were Steam keys. They come up as region appropriate, and I haven't had any trouble with them.
They're certainly legit - I mean, the X-Com site list them as a vendor ((
http://www.xcom.com/enemyunknown/buy/)). Customer Service is by many reports terrible if you need a refund, but I haven't had to so I can't attest one way or the other.

In all honesty, I've probably bought more Steam games from GMG, GG, and Amazon this year than I have from Steam itself. And I haven't had any issues whatsoever with any of them.

What are their prices like compared to steam in other places?
In Aus it's a pretty major difference now. For a while steam were great and you'd get new release games for pretty reasonable prices (far less than our legendary storefront prices of $90 and up). Now they've pretty much hit parity on most new titles (for digital distro!). So Greenman are virtually half price.

They often have 20-25% off coupons active, these stack with existing discounts. Eg I pre-ordered Hitman: Absolution which was then 10% off and then applied a 25% off coupon on top of that.
WE ARE NOW started to get shafted by SOME publishers on GMG though with the shitty regional price jacking. Eg THQ games for Australasian customers (Company of Heroes 2, Metro: Last Light and South Park: Stick of Truth - all identically priced to the regionally jacked offerings on Steam).
