It wasn't stated as being so, but it's quite easy to assume.
Garrett, in TDS, assumes similarly:
"...Old Quarter's not a great place to be on the run. It's the oldest part of town...with narrow cluttered streets. The Hammers say the rest of the City just grew out and around it. They would know, this is a Hammerite district, and they probably built most of it."
As for the pagans, think agriculture and they do have a means of contribution, and some rulers will take food as a form of taxes, too. The incarceration and murder of pagans was something specific to the Truart/Karras era.
