Why don't FM authors use characters other than Garrett in missions?

There are a few notable non-Garrett missions missing from that list as well, such as The Dead of Winter (you play as a Mechanist) and Vagabond: MM2 (you play as Darren, same character as in MM1).

Why don't Doom mappers use a character other than Doom Guy?
Why don't Duke3D mappers use a character other than Duke Nukem?
Why don't Tomb Raider mappers use a character other than Lara Croft?
Why don't Half-Life mappers use a character other than Gordon Freeman?

I see Gathering at the Inn on the list. You play the same character in Mission X, so that should be on the list as well.
