I know that a Stealth Pistol shot to the head will not kill in one shot until your Pistol skill is high. My usual M.O. is to sneak behind someone, turn on the laser sight and double tap into troopers.

There's definitely something wrong if you can't kill a person with one shot on master. Hell, you should be able to kill a guy after shooting him in the knee with master skill.

Yea -- i bet it's cause there is locational damage is on the enemies too. They probably had to dumb down the AI locational damage cause to have the sheer amount of detail on the terrorists as they had on JC would be crazy.

Yea, it says in the manual that there is locational damage, but I've found that sometimes it gets screwey. For example, and pardon the slight vulgarity of the following.(*spolier ahead*)
I was in the 747, and I got my PS20 out, got right next to Navarre - before she killed Lebedev - and hit her square in the nose. There was a green splurt, and she whipped out her assault rifle, and destroyed me. I tried this multiple times, and finally, just decided to shoot her inthe groin. After doing so, she ran out of the room into the main seating area, showed up as green, and one assault rifle round took her down. I also encountered this problem when trying to use the PS20 on M/WiB's. Sorry for that uninteresting rambling. As they say in french, which Im failing...Je suis en moron.

Yeah, the PS20 is a killer - even on pistol master you don't get reliable kills.
As to the point at issue:
There
are enemies I have never been able to take down with a single sniper shot, regardless of skill level. That one commando in the Area 51 hangar that you can see through the gap between the doors from outside the hangar is an example.
But NSF terrorists all go down with a single headshot from the sniper rifle - and I don't use the scope until I've got 95% accuracy on that thing (i.e. advanced skill and 3 mods).

It's always fun in Hell's Kitchen when you have to meet a *CERTAIN SOMEONE* in a *CERTAIN BUILDING* which is made difficult by a *CERTAIN GLITCH*. Anyway, some of the guards keep regenerating in pairs if you kill them. So if you are stocked up with 30.06 ammo, you can have fun with your little mice.

i always find that if the guard is helmeted, it can take two head shots ... therefore i often shoot them in either the face or base of the neck, as pointed out by another poster.
still ... a 30.06 round oughta go through a helmet
