Whether I buy (or play) the game or not depends on many factors, but Garrett is certainly not one of them. I mean, he's a cool character and all, but I'd take a good stealth gameplay that is very similar to the first two games over any character returning. The world (City) should stay the same, but other than that, there can be all new characters and/or all new story for all I care, as long the gameplay lives up to the standards.

No way, Thief *is* the story of Garrett and the adventures he gets involved in. He's right at the heart of all Thief games, the entire Thief story revolves around Garrett and his daring missions to save the City (even if he doesn't want to be involved at first) and get some extra loot in his pocket so he can make a living while he is at it. :)
This would be like saying, "Would you buy a Max Payne game without getting to play as Max Payne?". Answer, "No!".

I would, though I'd be pretty concerned about the direction of the game.
A new character would be an excuse that could be used to "bring the game more in line with the expectations of the modern console gamer" by adding more action elements and focusing the game on combat while making stealth only a way to give yourself the edge in a confrontation.
That said, I don't think they can make a sequel with Garrett as the protagonist. They'll need to make a prequel, which has it's own set of challenges, or they'll need to make a game set in a time between certain installments.
Hopefully they don't have a console release either.

They could still use Garrett. How about if the storyline involves a bunch of psycho Keepers who believe that killing Garrett or performing some ritual with him would destroy his final glyph and release the old ones or something like that
