There would most likely be disposable seat covers. Normal vaginal moisture or ballsweat aren't much of a health risk, but I'd guess not many people would want to sit on those with bare asses :)
Feces would obviously be the main problem, but then the people whose personal hygiene ain't that wonderful wipe-wise, probably don't wash their hands after going to toilet either, so it doesn't make a huge difference whether they wear pants or not...

I don't think much of the idea that those of us who don't want to see naked people in public are scared or horrified. What's wrong with simply not wanting to see certain things? It's true that we don't have to look, but how can we know not to look if we haven't already seen the very things we don't want to see?
And what of those people who are offended? Why should they have to have their day spoiled just because someone else can't contain himself? It's not like a pair of shorts is oppressive.

Well, I'd expect the people who are going to walk around nude would say a pair of shorts is oppressive. That's kind of the whole point of naturism, ain't it? You look at our religious principles, and that pair of shorts is functionally a fig leaf, serving the purpose of shame. The message here is "You should be ashamed of your body, and cover it at all times.".......kind of hard to paint that in non-oppressive terms.
Any any rate, if everyone got a veto on other people's behaviors because they didn't want to see something, there would be literally nothing anybody could ever do. There's always someone who will be offended.
Seems reasonable to say "OK, if you hate pants, fine, don't wear any. We just ask you to try to respect other people and stay away from populated areas as much as possible, simply to minimize it. But you're not allowed to go waving your willy at schoolgirls going "woowoo", or anything else that convinces the rest of us you're just doing this for some perverse sexual thrill."....which, is pretty much exactly what they did in the article, right?

This would kind of take the magic out of penises, pussies and boobs. Because with a straight eye genitalia look like radioactive vegetables from Mars. But unpacked at the right moment they're the most wonderful things. The fact that they're usually hidden has a lot to do with that.
