If he did get some followers I wouldn't expect them to just bugger off afterwards, but in that tower in LotP he seems to have lived quite a solitary life.
It could be that he tried and failed to get the followers, so he thought "Sod it, I'll do it myself. How hard can it be?" and some stroke of luck made it quite easy in the end. I think it's been said that there is a 1 year gap between T1 and T2, so he could have got it in that period.

In this respect, Azaran's note says: "I owe my transcendence to the Book of Ash, that tome of legend I recovered so long ago from the sands of long forgotten kings." I think the term "so long ago" would contradict that he got the Book a year ago. What I meant to say in my previous post is, that we try to interpret Corino's and Azaran's messages together, but originally they might not have been designed to be together. Originally Corino's note was designed for the necromancer mission. Once that was left out the game designers tried to find a way for the continuation of Corino's letter. So sentences in that letter could be differently interpreted in the light of the necromancer mission and in the light of Azaran's letter. That would also mean that necromancer mission and Azaran's letter were not intended to coexist in the Thief Universe. Rather they might have been alternative continuations of Corrino's letter.

These examples are why I suggested the ages of the notes, the days they were written, are not connected at all to when Garrett finds them.

Okay, I'd forgotten about Azaran finding the book "so long ago". In that case, Corino's note fits either of the following scenarios:
* It's an old note that had recently been retrieved from the archives
But more likely, in my opinion:
* It was written recently but, unbeknown to Corino, Azaran already had the book, and he was recruiting followers for some other reason. E.g. to start a cult, or to sacrifice in order to turn into zombies. I think it's fair to assume he didn't have much luck with followers. He could have got just two followers whom he turned into the zombies we see in his tower.
