What's the chance that this really all about "expansion packs?" Personally, even if they want to sell expansion packs, I don't think that a mission editor would hurt sales. (particularly, if they follow the successful model of adding a few new features in each pack, hint hint.)

Not releasing DX's SDK is a relatively minor setback, following suit for Thief 3 would be a HUGE blow to the community...and I'm not talking about good blows here, folks.
But there is one little speck of hope for the ailing DX modding community. Since T3 and DX2 are all based on the same engine and being developed at the same time, if T3 does have its SDK released it'd probably be possible to retrofit it to work with DX2 as well. Both games even share the same .ini files with mixed commands...it's pretty feisable that it'd work.
