Are the pro and elite models higher quality machines than the arcade version? No higher quality ram or faster video card right?

They are identical. They're consoles, not PCs. ;)
The difference is that the Arcade model comes with only the console and a wired gamepad, the Pro has a 60GB hard drive module, wireless gamepad and wired headset and the Elite is black and has a 120GB drive module.
The hard drive is pretty much a requirement if you want to use the Xbox Live Marketplace to get downloadable content/games/movies etc. You can use those on a memory card as well, but the memcards are too hilariously small to do that properly.

Doesn't the Elite also have an HDMI port, which the other two lack?

No, they all have HDMI ports now.

Newer ones have a brand new chipset (Jasper) that's been manufactured on a 65nm die, and thus requires less power, and may generate less heat, which in turn SHOULD reduce the frequency of the infamous RROD. Rumour is that Microsoft has been dumping their back stock of the older chipset 360s into the Arcade box, figuring that a person who's buying the budget Arcade bundle is less likely to be playing games demanding enough to heat the chips up and kill them (within the warranty period, anyway)

Didn't microsoft extend the warranty on RROD to a lifetime one (or something else quite long) after the issues became a big issue?
Also, both my friend and I bought 360's with the new chips around the same time at the start of the year, and both died within a week of each other in November (RROD). That said, I played my 360 a LOT this year. Frustrating none the less.

As much as I think the 360 is partially responsible for the current state of PC gaming I'm still thinking of getting one for those few games that won't be seeing a PC port.

They extended it to 3 years from the purchase date. Very handy, mine ringed after a year. Mine was a launch console though, so not unexpected.
