How would cloud computing even work on a console that requires fees just to play multiplayer?

It does. If someone makes a game with cloud computing like Sim City, there's no way it's going to play without an XBox Live or PS Plus account even if it's single player.

Planetside 2 will be playable online without an PlayStation account so it seems this is set on a by game basis.

XBox One cloud computing was described as a way to off-load single player simulation calculations.

You know you can get online with an Xbox 360 without paying for an Xbox Live Gold account, right? You can't play multiplayer or whatever, but patches/etc work without paying a monthly fee.
