My favorite TDM release would have to be Volta and the Stone, a very fun mission with classic Thief elements and in terms of uniqueness stands out from the usual TDM offerings.
And for Thief 2, Morbid Curiosity. There were a lot of great Thief 2 missions as well but Pukey Brunster delivered such an awesome experience and exploring the city parts of the level were so much fun. The museum scenes were so well done and the whole thing was just fantastic, especially for a new author.

My top pick is Spoonman's Full Moon Fever, a moody, dark, impeccably realised mansion-with-a-mystery mission. He managed to capture that elusive thiefy quality of discovery, tension, and supernatural menace. Interplay of light, sound and texture. Effective use of resources.
Honourable mentions go to:
Watery Grave by Squadafroin - grubby, imaginative, vertical (great use of limited footprint!)
Volta and the Stone by kingsal - a pro mission that reinvented The Metail Age aesthetic in a new form.
The King of Diamonds by Spooks - authentic Georgian era slum with its own small histories, personalities and conflicts (the proverbial "one city block"); nice detailwork and imaginative gameplay.
And the breaking new ground award goes to:
Waterfront Racket by Tannar and Yandros - not the first FM to do noir, but the first to realise a full noir ambience.

On the T1/T2 front "Morbid Curiosity" gets my nod as FMOTY, with "A Watery Grave" being a solid runner-up.
A special mention in regards to 2016 is all the new taffers coming in and releasing Thief FMs. Their works are as varied as they are numerous, and I'm looking forward to seeing more from them in the future.

Gotta vote for Morbid Curiosity too. If Pukey Brunster keeps releasing FMs, she's bound to become a new star on the Thief FM creator horizon. Top quality work, great in both gameplay and atmosphere.
Honorable mention to Volta and the Stone for being the most Thief-like TDM mission made yet, as far as atmosphere is concerned.

I'm not a great player, but Morbid Curiosity was truly a great mission with a lot of charm; among the few others I can remember Love Story V and Coaxing the Spirit were great too, I haven't played or watched the others I'm sure they are as well!

#1 Coaxing the Spirit by Dale. Is it okay to say it without the underscore? And.. why is it there, anyway? ;) A lot of "Dale's" in the world I suppose, but you're the original.
#2 Raven's Nest by Soul Tear. Again, a magnificent display of beauty and atmosphere. Man.. keep doing what you do.
#3 Waterfront Racket by Tannar & Yandros. I go in there to just to be part of this era and atmosphere you have captured & created that can actually be felt.
