My English is too bad for reading long texts but good enough for having fun from short non-plot context readables.
So my choices are: "Short texts with practical value" and "Short texts with no practical value."

In my opinion important texts should be short.
Finding an important answer in a really long text is just simply annoying. Of course there are exceptions if the author has good writing/storytelling skills, but that's a different story and still doesn't appeal to many people.
Stories, texts with little to no importance to the gameplay should be completely up to the authors' taste.
If I'm in the mood, I like a good story, and have a happy reading. If I don't, then I just quick-read (is this an existing word?) the text to make sure it's not important and then go on.

It all depends on how you define Short and Long. Short could be one sentance or it could be one or two pages. Long could be five pages or ten+... I can tolerate a few pages with the needed info placed within, but I do think that it is kinda silly if the one piece of info the player needs is the only thing written in the readable. The exceptuon would be if hints/riddles were placed purposely by a character in the mission to help someone to find a secret.

I strive to make every progression-relevant readable fit onto a single page (or plaque, or what have you). It's not always easy, but it's a good disciplinary device for myself, and I think it'll keep the gameplay more crisp for the player.
In my current mission, there are a few longer texts, but progression does not require the player to read them carefully (or at all).
